Project Title: Port MacKenzie Cell 1 Replacement and Dry Storage Project

Description: Seeks to replace a deteriorating section of the Port MacKenzie barge dock and construct a dry storage warehouse to improve cargo handling and port operations. The existing dock cell is aging and requires replacement to ensure the facility can continue safely supporting barge traffic and freight movement.

Project Title: Ouzinkie Port Development

Description: The Ouzinkie Port Development project will modernize critical maritime infrastructure at the Port of Ouzinkie, the primary transportation and supply hub for the rural island community of Ouzinkie, Alaska. The project will construct a tide-responsive loading and off-loading ramp capable of accommodating tidal fluctuations of up to 20 feet and a small marine terminal and facilities building to support ferry passengers, freight handling, and harbor operations.

Project Title: Pasagshak Bay Barge Landing Study – PSCA

Description: This request funds a planning and engineering study to enable development of a marine-based logistics facility supporting the Pacific Spaceport Complex–Alaska. By allowing large rocket components and bulk materials to be delivered by barge rather than overland routes, the project will improve transportation safety, reduce strain on local road infrastructure, and enhance supply chain efficiency.

Description: Seeks to redevelop the former Wrangell sawmill property into a modern deepwater maritime industrial facility capable of supporting freight handling, vessel servicing, and marine industrial activity. Funding will support the development of essential infrastructure, including access roads, industrial parcels, bulkhead replacement, stormwater systems, and site preparation needed to make the property ready for private industrial tenants. These improvements will enable new marine industrial investment and create long-term economic opportunities for the community.

Project Title: Captain’s Bay Road Improvements

Description: This project includes roadway realignment, utility extension and installation, drainage improvements, lighting, walkways, and pavement. Project Title: Shepard Point Regional Port Construction

Description: This project will enable marine access to a newly constructed federally funded access road and support critical maritime operations in Prince William Sound. Description: Haines Borough's current Public Safety Building has severe structural deficiencies that limit the effectiveness of public services and endanger the safety of Haines Borough personnel, including police, fire, dispatch, and ambulance services. Project Title: Shotgun Cove Road Extension – Trinity Point Access Project

Project Title: Homer Port FREIGHT – Float System 4 Replacement

Description: The request would replace Float System 4 at Homer Harbor, a critical freight moorage facility that has exceeded its useful life and is experiencing significant structural deterioration. Float System 4 plays an important role in supporting freight operators, commercial vessels, and harbor users who depend on reliable port infrastructure to move cargo and maintain supply chains. Replacing the float system will improve safety, restore structural integrity, and increase moorage capacity, helping reduce congestion and ensure the harbor can continue supporting freight operations and regional economic activity.

Project Title: St. Hermans Harbor Improvements – Float System Replacement

Description: Seeks federal funding to support improvements at St. Herman Harbor, the City’s largest and most important harbor serving Kodiak’s commercial fishing fleet. Built in 1982, much of the harbor’s float system has exceeded its useful life and is experiencing significant deterioration from decades of saltwater exposure and heavy vessel use. Funding will support the replacement of deteriorating float infrastructure and the construction of a drive-down dock, improving safety, reliability, and operational capacity at the harbor.

Project Title: City of Kotzebue Emergency Command Center

Description: Seeks funding to plan, design, and initiate development of a Multipurpose Emergency Command Center that will serve as a centralized hub for emergency management, coordination, communications, and short-term evacuation sheltering in the Northwest Arctic region of Alaska. Kotzebue functions as the regional transportation and response hub for surrounding villages, yet the area currently lacks dedicated infrastructure capable of supporting sustained emergency operations and multi-agency coordination during disasters.

Project Title: St. George Harbor Improvement Project

Description: Seeks funding to complete Project Engineering and Design (PED) and initiate construction of the St. George Harbor navigation improvements project, which was authorized under the Water Resources Development Act of 2020 (WRDA 2020). The project will improve harbor infrastructure and navigation safety by reducing hazards and providing a reliable harbor for subsistence vessels, fuel barges, cargo vessels, and commercial fishing fleets.

Project Title: Native Village of Chenega Harbor Breakwater

Description: The Native Village of Chenega is requesting funding for the Native Village of Chenega Harbor Breakwater project in Chenega, Alaska. The project would construct and install a harbor breakwater and wave attenuation system to protect the community’s shoreline and harbor infrastructure from erosion, storm impacts, and further degradation. The project would help preserve approximately 3,000 feet of shoreline, protect water quality, safeguard harbor infrastructure, and support continued access to marine transportation and fisheries resources that are essential to the community’s safety, economy, and long-term resilience.

 

Project Title: Seward Marine Industrial Center Infrastructure Upgrades

Amount Requested: $3,700,000

Description: The City of Seward is requesting funding to upgrade infrastructure at the Seward Marine Industrial Center (SMIC), a key maritime industrial facility located across Resurrection Bay from the City of Seward. SMIC encompasses approximately 15 square miles of coastal land and supports a growing cluster of marine services including shipyards, vessel maintenance and repair operations, marine electronics services, and maritime industrial activities. The proposed project will support expansion and modernization of the facility through a 20-acre land expansion for future marine industry leases, shipyard fill and regrading, extension of utility infrastructure, and construction of supporting facilities. 

 

Project Title: DeLong Commercial Dock Planning, Engineering, and Design

Amount Requested: $4,100,000

Description: The DeLong Commercial Dock -- PED project would support planning, engineering, and design for replacement of the City of Whittier’s DeLong Commercial Dock. The project includes a new 1,150-foot sheet pile bulkhead, approximately 2.5 acres of uplands staging area, improved fendering, a removable floating dock to support fish pumping activities, additional mooring space, paved surfacing, stormwater drainage, potable water, electrical service, high mast lighting, and replacement of the Dock Manager Building. 

 

Project Title: Petersburg Medical Center Design

Amount Requested: $2,000,000

Description: The requested CPF funding will enable PMC to rapidly bring architectural designs for the new Long Term Care Center to construction-ready completion in time for the 2027 construction season in Southeast Alaska. This includes direct costs of developing a community- informed plan for a state-of-the-art, emerging tech centered LTC center reflecting current and future needs of our service area, with any budget saved in the design process applied to an early transition into construction costs.

Project Title: Arctic Deep Draft Port

Description: Construction of Phase 1B of the Arctic Deep Draft Port (ADDP) project in Nome, Alaska. The Arctic Deep Draft Port project will: serve as the resupply support facility for national security vessels operating in the U.S. Arctic; enhance maritime domain awareness and preparedness; support commercial shipping, subsistence and commercial fishing, and tourism industries; and drive economic development across the region. The expanded deep-water port in Nome also will effectively increase food security by maintaining a balance between commercial industries and protecting Alaska Native marine mammal hunters utilizing the Port of Nome.

 

Project Title: Wasilla - Wastewater Treatment Plant Upgrades

Amount Requested: $2,000,000

Description: The City of Wasilla is requesting $2 million for the Wasilla Wastewater Treatment Expansion Project to increase capacity, improve system reliability, and support the City's continued growth. As the community expands, the existing wastewater treatment system is approaching its capacity limits in certain areas. This project will upgrade and expand treatment infrastructure to accommodate current and future demand, ensure compliance with state and federal environmental regulations, and reduce the risk of system overflows or failures.

 

Project Title: Geotechnical Investigation and Planning for a Lake Tap Solution for Juneau’s GLOF

Amount Requested: $8,000,000

Description: The Secretary is directed to establish a program to carry out structural and nonstructural projects for storm damage prevention and reduction, coastal erosion, and ice and glacial damage in the State of Alaska (Section 8313 of WRDA 2022 and Section 116 of the Energy and Water and Development Act, 2010). 


 

Project Title: BCE Pavements and Grounds Facility

Requestor Location: Eielson AFB

Amount Requested: $16,000,000

Description:

This project constructs an 8,000-square-foot Base Civil Engineer (BCE) Pavements and Grounds Facility at Eielson Air Force Base, Alaska, to support the maintenance and heated storage of snow-removal and grounds-maintenance equipment essential to installation operations. The facility will include a pre-engineered steel structure with maintenance bays, vehicle storage, and parts and small equipment storage to support heavy equipment, including graders, loaders, dump trucks, snowplows, and snow blowers. Supporting infrastructure includes the construction and extension of a utilidor system to provide steam, condensate, water, storm utilities, electrical service, communications, and site improvements. The project also includes demolition of existing distribution lines and environmental remediation, including mitigation of PFOS/PFOA contaminated soil and removal of asbestos-containing materials and lead paint.

Project Title: Glacial Lake Outburst Flood Disaster Mitigation -- Flood Resilience on the Mendenhall River

Description of the Project: In August 2024, a catastrophic glacial lake outburst flood (GLOF) from Suicide Basin released 16 billion gallons of water into the Mendenhall River, causing nearly 16-foot river levels and widespread destruction. Over 290 homes and vital infrastructure were damaged, forcing evacuations in the middle of the night.
This project would help protect against future GLOF events by funding engineering, bank stabilization, site preparation, and two additional miles of flood barriers along the Mendenhall River. The protective measures will safeguard critical facilities, including senior housing, a medical center, a post office, an elementary school, affordable housing, businesses, and the community's primary wastewater treatment plant.

Project Title: Homer A-Frame Water Transmission Main Replacement

Project Title: Districtwide Fire System Repair and Replacement

Description: This project would replace outdated and obsolete fire alarm and suppression systems at six of the district's 12 schools: Ambler, Aqqaluk (Noorvik), Buckland, June Nelson Elementary, Kotzebue Middle High, and Shungnak. These schools serve 1,199 of the district's 2,009 students and cover over 326,000 square feet of educational space.
Existing systems are past their life expectancy, with scarce replacement parts and few qualified technicians. Modern fire systems are critical for providing life-saving warnings and fire suppression, protecting both students and school facilities.

Project Title: Modernization of Aged Boat Harbor

Description: This project will enhance the safety, accessibility, and functionality of the Ouzinkie Boat Harbor. The proposed improvements include repairs and maintenance to the harbor's aging infrastructure, the construction of a small loading/unloading dock, a subsistence processing station for hunters and fishermen, and accessible restroom facilities for harbor and ferry users. The cost to operate and maintain the Alaska Marine Highway Dock and Ouzinkie Boat Harbor can not be sustained by the limited Boat Harbor and dock fees.

Project Title: Port of Alaska Modernization Program Electric Substation

Project Title: St. Hermans Harbor Infrastructure

Description: St. Hermans Harbor was built by the State of Alaska in 1982 and has been a vital facility for Kodiak's large and diverse commercial fishing fleet for over 40 years. The State of Alaska turned St. Hermans Harbor over to the City of Kodiak in 1999. The facility provides safe moorage for more than 400 vessels from all over Alaska and the West Coast. With the exception of a few minor upgrades over the years, the original float system is beyond its useful life and is in need of replacement. The float system is starting to fail. The harbor is over-crowded and has a waiting list. The City's waterfront received heavy demand from growing numbers of fishing and recreational vessels, as well as visiting tourist vessels. Cruise Ship traffic continues to grow and will hit record levels this year. The project would benefit the entire population of the City & Island as well as thousands of annual visitors.

The Petersburg Borough Assembly has prioritized several marine access improvement projects to facilitate growth in our local economy and support for the residents, with upgrades at the Banana Point Landing its top maritime infrastructure priority.

Project Title: Native Village of Chenega Harbor Breakwater

Description: The Native Village of Chenega (NVC) seeks to construct a wave attenuation breakwater, designed to protect an estimated 2,000 feet of shoreline. Safeguarding Chenega's coastal shoreline and harbor is essential for the community's long-term viability, including, by supporting the commercial fishing fleet. The use of wave attenuators is effective at dramatically reducing waves' force and neutralizing surface energy. A wave attenuation system consists of a series of floats connected to the seabed which take the tops of waves as they enter the area. The wave attenuators are water-ballasted high-density polyethylene (HDPE) pontoons with 36 inches diameter foam-filled HDPE boom. The wave attenuators will be supported using pilings where the pontoons will be allowed to move up or down with tidal changes.
